As a director of CORE Consultancy, LLC, Paul Moskal works with organizations across multiple industries to develop world-class compliance programs that enable them to uphold the highest legal and ethical standards in everything they do.  

CORE was created specifically to help individuals and organizations navigate the ever-changing laws, rules, regulations and public expectations affecting their industries and clients.  CORE’s goal is to help organizations minimize their reputational and financial risks and maximize their culture of ethics and integrity for all stakeholders.

Moskal is a highly-accomplished attorney with 35+ years‘ experience in multi-faceted investigative and intelligence operations management.  With extensive knowledge in law enforcement legal counsel, media relations, teaching and community relations, he is an effective champion of ethics and core values. He now focuses on risk management, corporate governance, ethics and compliance — leading the initiation and development of a robust compliance program for a global organization. Moskal is certified by the Compliance Certification Board (CCB) as an ethics and compliance professional (CCEP and CCEP-I).

Previously, Moskal served in the Federal Bureau of Investigation (FBI) for 29 years as a Special Agent, a Special Assistant United States Attorney (SAUSA), and as Chief Division Counsel—providing legal oversight, guidance and management for all FBI programs. In that role, he also served as the chief ethics and compliance officer for the Buffalo Office of the FBI.

Additionally, Moskal worked in the U.S. intelligence community for six years servicing the National Laboratory System. He also worked as an independent monitor for ethics and corporate compliance to independently monitor and certify compliance between the government and private industry.

Moskal is a 1979 University at Buffalo School of Law graduate and is currently an adjunct professor of law teaching compliance and ethics at that school.  He holds a criminal justice certification from the University at Buffalo School of Law and is admitted to practice in New York State, the United States District Court for the Western District of New York and the United States Supreme Court.

In addition to serving on The Cannon Corporation board of directors since 2014, Moskal has supported the community as a Trustee of the Buffalo Zoological Society, a Director of the 100 Club of Buffalo, and as a Board Member for both the Lou Gehrig Youth Baseball organization and the Alcohol and Drug Dependency Services of WNY. Paul was a board member for the UB Alumni Association and a member of the Buffalo Philharmonic Council.
